The Google side of the service is free (0f course), but you will still have to pay your regular phone carrier texting charges.

According to comscore, 20.8 million US mobile phone users and 4.5 million European mobile phone users searched using a phone in June 2008. That was a 68% increase in the US and 38% increase in Europe compared to the same month's numbers in 2007.

If all these people are searching by phone, will they find you? It's hard to say. But to increase the likelihood you'll show up in a mobile SMS search, be sure to submit your business to the Google Local Center.
